Milei focuses on legislative agenda, including Supreme Court Nominations

Government preparing 'Ficha Limpia' (Clean Record) bill and another to lower age of criminal responsibility.

Keeping your allies close. The goal of the second semester of Javier Milei’s government, and in parallel with economic urgency, is to maintain the libertarian alliance with blocs open to dialogue in Congress to insert their own bills and move forward with such matters as the lowering of the criminal liability age. On the other hand, there are initiatives such as pensions which have put the Executive Branch on alert.

One of the bills to be processed will be the “Ficha Limpia (Clean Record)”, which bars from elections those who have been sentenced for corruption up to a second tier in court. Silvia Lospennato (PRO) is working on the issue and in 2019 she got an opinion that never made it to the house.

Plenary sessions have been called for August 6 for the Conssitutional Affairs and Justice committees in the Chamber of Deputies to begin processing the bill. The call came from La Libertad Avanza deputies Nicolás Mayoraz and Manuel Quintar.

 

"Anti-caste" package

The bill suggests banning candidacies if the sentence has at least two tiers; that is, it allows the defendant to have appealed. Even though Javier Milei never spoke of the Clean Record bill, he did mention an “anti-caste” package on March 1, during his State of the Union. The Clean Record is already effective in six provinces: Chubut, Mendoza, Salta, Jujuy, San Juan and Santa Fe.

In the case of the Upper House, the return will be marked by the debate on the bill which has already received preliminary approval on pension updating. This must be developed in committees since, though the issue has been cleared for the house’s next session, it needs an opinion to meet that requirement.

The Chamber of Deputies also has a timetable with dates for sessions. PRO and La Libertad Avanza have asked for special sessions for Wednesday August 7 to begin processing the bills from the Security package. On Monday afternoon, the bill to lower the criminal liability age to 13 entered the house.

 

Legislative Agenda

As far as PERFIL learnt, the government’s objective is to add it to the anti-mafia law; a law to safeguard public order (social protest); and another bill on recidivism, reoffending, committing several criminal offences and merging sentences.

The agenda of the call for sessions also includes the expansion of the National Genetic Data Bank, the programme of voluntary surrender of weapons and the authorisation for the entry and deployment of military tropos. All these bills already have an opinion and are ready to be introduced at the house.

The Deregulation and State Transformation minister, Federico Sturzenegger, in turn, has announced the call for the so-called “Hojarasca (Leaf Litter) Law”, aimed at repealing a hundred laws which “pose a risk to economic freedom, hindrances, or which are simply obsolete (such as those regulating pigeon racing, imposing impossible formalities, or promoting pollution)”, he posted on X. Even though there are no details, the brand-new official has already been in touch with opposition deputies open to dialogue on this initiative.

 

Federal courts & Ariel Lijo

In the meantime, everyone in the Senate is talking about, albeit whispering, Ariel Lijo’s document. This week, President Javier Milei insisted that the Comodoro Py judge may have the necessary votes to get to the Supreme Court. This publication learnt that the pressure falls on PRO senators right now.

Within Peronism, the situation has not been solved either and there is secrecy about it. Libertarians do not fall behind either. Whereas Bartolomé Abdala deemed it important to accompany the Executive Branch because he is from the ruling party, Francisco Paoltroni from Formosa has already made it clear that he would vote against.
